Window/Door Replacement Permit

Requirements for Permit Application Submittal


  • Application (PDF)
  • Must include u-factor on the application.
  • If you are installing a new opening a plan must be submitted.
  • This submittal will require a plan review. 

How to Submit a Permit Application and Required Information

  1. Permit and Plan Submittal Preferred Method

    Important: Plans must be submitted in the actual size they were drawn. Do not reduce the size of your drawings.

    Plans Larger than 11 x 17

    1. Please email Adeana Anderson at aanderson@blainemn.gov for a dropbox link to submit the application, job specifications, architectural, structural, mechanical, plumbing, electrical, civil/utilities plans, soils reports, and energy heat loss.

    2. In addition, please mail or drop off (at Blaine City Hall main entryway), 2 complete paper copy sets to:

    Plans 11 x 17 or Smaller

    Email plans and documents to plans@blainemn.gov.

Fee and Permit Process

The fee for a window/door permit is valuation based.
  • Fee Schedule (PDF)
  • Once you have obtained your permit work may begin and inspections may be scheduled.
  • For full frame replacements you will be required to submit pictures to the email address on your permit showing flashing, sealing and insulation.  
  • At the final inspection the inspector will check to make sure you have done your smoke detector and carbon monoxide updates.

  • All windows and doors shall be installed per the manufacturer's requirements.
  • The manufacturer's installation instructions must be on site for all inspections.
