Conducting City Business Remotely

  1. The City of Blaine has closed all public buildings until further notice for in person business. These steps are being taken to quickly mitigate the spread of COVID-19. During this time, please email all planning applications to probinson@blainemn.gov. For any other general inquiries or questions, please email Pat Robinson at probinson@blainemn.gov and your message will be routed accordingly.

Temporary Outdoor Dining Policy and Registration

  1. The City of Blaine has established a policy and procedure to allow for new or expanded outdoor seating areas for restaurants in response to social distancing and occupancy requirements for restaurants to open for on-site dining due to the COVID-19 pandemic.
Before completing and/or submitting an application, please contact the Planning Department to discuss your project needs.

Applications will not be considered complete without payment. Payment is accepted via check or by completing and faxing the credit card authorization form to the planning office (credit cards will incur a 2.5% fee).

Application Deadlines & Hearing Dates


All deadlines are 4:30PM on the date shown. The Blaine Planning Commission meets at 7PM on the second Tuesday of the month in the city hall council chambers. The Blaine City Council meets at 7:30PM on the first and third Monday of the month in the city hall council chambers.

Certain planning items will require more than one city council meeting.
