Special Board of Review

Historically Blaine utilized a Special Board of Review to review and hear appeals from property owners regarding property valuations and estimated market value used to determine property taxes payable, commonly known as the Local Board of Appeal and Equalization.  In December 2021 the Blaine City Council amended City ordinance that transferred these local board powers and duties to Anoka County to conduct property valuation review and appeals, also known as Open Book.  One of the main reasons for the shift to Open Book was to provide property owners more time and flexibility to appeal instead of the more limited timeframe the local board could provide.  Should you wish to appeal your property valuation Anoka County Assessing staff will be holding an Open Book meeting at Blaine City Hall on Tuesday, May 3 from 1PM-7PM in the first floor Community Room, 10801 Town Square Drive NE.  We encourage property owners to first contact the assessor listed on your property tax statement as many times questions and concerns can be answered in this fashion.  If after completing both direct contact with the assessor and appearing at the Open Book meeting you still have concerns, property owners can then appeal to the County Board of Appeal and Equalization (CBAE).  More information on this process can be found at Anoka County Assessment and Taxationor by calling 763-323-5400.
