NOTICE OF PUBLIC HEARING ON PROPOSED ASSESSMENT
BEFORE THE BLAINE CITY COUNCIL
ANOKA COUNTY, MINNESOTA
RECONSTRUCTION OF 1700 FEET OF PHEASANT RIDGE DRIVE
AND THE INTERSECTION WITH LEXINGTON AVENUE,
IMPROVEMENT PROJECT NO. 16-14
NOTICE is hereby given that the City Council will meet via a Hybrid meeting platform on Monday, May 17, 2021 at 7:30PM to pass upon the proposed assessment for the following improvements:
Concrete curb and gutter replacement, concrete sidewalk replacement, storm sewer structure rehabilitation, asphalt surface replacement, turn lane construction, signal modifications, traffic control signage, striping, and appurtenant construction. The project also includes lane modifications to the westbound private street in The Village.
Pheasant Ridge Drive NE, beginning at Lexington Avenue NE and terminating approximately 1700 feet west of Lexington Avenue
The lands to be assessed are the property within the above described area.
The proposed assessment roll is on file with the City Clerk and is available for public inspection at my office. Written or oral objections by any property owner will be considered at the hearing. No appeal may be taken as to the amount of any assessment adopted at the assessment hearing, unless a written objection, signed by the affected property owner, is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing.
The total cost of this improvement is one million two hundred ninety-two thousand, thirty-one and 94/100 ($1,292,031.94) and the amount to be specially assessed is hereby declared to be four hundred twenty-seven thousand seven hundred sixty-six and 68/100 ($427,766.68).
An owner may appeal an assessment to District Court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the municipality within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Mayor or Clerk.
An owner is advised that a Hardship Special Assessment Deferral, pursuant to Minnesota Statutes Sections 435.193 to 435.195, is available for certain senior citizens, persons retired by a permanent and total disability or persons who are ordered into Active Military Duty. The City of Blaine has adopted a resolution establishing a deferment procedure and guidelines for determining the existence of the hardship. An owner shall make application not later than at the assessment hearing for deferred payment of a special assessment on forms prescribed by the City Clerk of Blaine.
City public meetings will be held in the city council chambers at Blaine City Hall. These meetings will be a hybrid of Zoom meetings and in-person meetings. Members of the council, boards, commissions, and the public who wish to attend remotely can join the meetings via Zoom.
If you will not be attending the meeting in-person, city staff has developed a public comment process for prior to the meeting. A public comment email address, [email protected], and phone number, 763-717-2782, allow individuals to submit comments prior to a meeting. Those comment boxes are available until noon on the day of the meeting. The comments will be compiled and delivered to the Blaine City Council or the appropriate commission or advisory board.
Public comment during the meeting may be done in person or through the Zoom platform.
