Earlier this summer, the Blaine Economic Development Authority (EDA) adopted the 105th Avenue Redevelopment Master Plan. The 105th Avenue/Radisson Road industrial area has been identified in Blaine’s 2040 Comprehensive Plan as a priority redevelopment area. It has also been identified as one of four priority areas by the Blaine City Council and is identified as a growth management project in the City’s strategic plan. General visioning discussions by the City Council have identified this area as a potential city core where the City should encourage walkable, entertainment type uses that are amenities to Blaine residents and visitors.
In the fall of 2021, an architectural team was selected to assist in designing the vision. Under the guidance of the consultant, staff, the City Council, and key stakeholders completed a planning and design process to establish the vision for this area. The 105th Avenue Redevelopment Master Plan provides a framework to guide development in the future however, the plan may change based on market conditions and developer feedback as the process moves forward. The plan identifies new uses such as hotels, restaurants, retail, and residential with urban development style characteristics. Public infrastructure improvements may include new roads, a parking ramp, and green space.
The next steps in the redevelopment include selecting a master developer that will work with the City toward private development and public improvements. The City anticipates private and public improvements to begin sometime in 2023 and full development to occur over several years depending on the market and land availability.
