TEXT-TO-911 ... Call if you can, text if you can't.

Those with mobile phones and texting capability can now text to 911 if needed. Texting to 911 has its limitations and should only be used in situations where a voice call is dangerous or impractical. Some limitations have to do with determining the phone location, issues with roaming, or users near the state border – all may interfere with reaching 911.

There is also the disadvantage of dispatchers not being able to hear the caller’s voice or the background noises, which is often helpful in assessing the situation. For these reasons, the advice is – call if you can, text if you can’t.
