Project Status as of 5/11/2023

The project consists of three separate project areas, which can be seen on the 22-04 Project Area Map.

Project Area 1

Construction completed in 2022.

Project Area 2

Construction completed in 2022.

Project Area 3

Street construction was completed in 2022. Final restoration, pavement striping, and punch list items remain and will be completed by the end of May 2023.

22-05: 89th Avenue and Davenport Area Street Reconstructions

Location

• Baltimore Street from 85th Avenue to 89th Avenue
• Davenport Street from 85th Avenue to 89th Avenue
• 89th Avenue from Central Avenue (MN-65) to Davenport Street
• 87th Avenue from Central Avenue (MN-65) to Hastings Street
• Eldorado Street from 85th Avenue to 87th Avenue
• Goodhue Street from 85th Avenue to 87th Avenue
• Goodhue Street from 87th Avenue to northerly dead end
• Jenkins Court from 85th Avenue to the cul de sac

Project Status as of 5/11/2023

The project consists of five phases which can be seen on the project phasing map. Phase 1 was completed in 2022, with phases 2-5 being constructed in 2023.

Phase 1

Construction completed in 2022.

Phase 2

Construction activities during the week of May 15 will include:

• Street grading
• Installation of concrete curb and gutter

Phase 3

Construction is anticipated to begin the week of May 15 and will include:

• Milling the upper 1.5 inch of existing bituminous surface
• Spot concrete curb and gutter replacement

Phases 4-5

Construction is anticipated to begin the week of June 19 (subject to change).

• 98th Avenue from Hamline Avenue to Xebec Street
• 98th Lane from Wake Street to Yalta Street
• 99th Avenue from Wake Street to Xebec Street
• 99th Lane from Xebec Street to Austin Street
• Hamline Avenue from Edgewood Road to North cul-de-sac
• Wake Street from 98th Avenue to 99th Avenue
• Wake Court from 99th Avenue to North cul-de-sac
• Xebec Street from Edgewood Road to 99th Lane
• Yalta Street from 97th Avenue to 99th Lane

Project Status as of 5/11/2023

Construction has been completed. Punch list items remain and will be completed by the end of May 2023.

23-06: Northwest Area Street Reconstruction

• 127th Lane from Monroe Street to Polk Street
• 128th Avenue from Taylor Street to Polk Street
• 129th Lane from 175 feet west of Tyler Street to Polk Street
• Tyler Street from 127th Lane to 129th Lane
• Polk Street from 126th Avenue to cul-de-sac

Project Area 2

• 131st Avenue (E) from Van Buren Street to Taylor Street

Project Area 3

• 131st Avenue (W) from Jefferson Street to Van Buren Street

Project Status as of 5/11/2023

The project consists of two phases, which can be seen on the project phasing map. 

Phase 1

Construction is anticipated to begin the week of May 15 and will include:

• Clearing and grubbing of trees marked for removal

Phase 2

Construction is anticipated to begin the week of June 6. The contractor will complete clearing & grubbing of trees marked for removal during the week of May 15.

Project Status as of 5/11/2023

Blaine City Council awarded the project to Park Construction at the May 1, 2023 City Council meeting. During the week of May 15 a preconstruction meeting will be held with the Contractor. Following this meeting, project newsletters will be mailed to residents which will include an anticipated start date.
